Rescue Organizations & Shelters
Calgary has a strong network of rescue organizations dedicated to cat welfare. These groups rescue, rehabilitate, and rehome thousands of cats every year.
MEOW Foundation
Calgary's largest cat-only rescue organization. MEOW rescues homeless and abandoned cats, provides medical care, fosters, and finds permanent homes. They operate a thrift store and cat adoption centre.
Calgary Humane Society
Calgary's primary animal shelter serving the community since 1922. They accept all animals regardless of health, age, or behaviour. Provides adoption, spay/neuter programs, and animal cruelty investigations.
AARCS (Alberta Animal Rescue Crew Society)
Foster-based rescue that saves animals from high-kill shelters across Alberta. Their thrift stores fund rescue operations. Specializes in animals with medical or behavioural needs.
Pawsitive Match Rescue Foundation
Volunteer-run, foster-based rescue organization. They focus on cats and dogs that may be overlooked at shelters โ seniors, special needs, and bonded pairs. All animals are fostered in homes.
Meow Village Cat Rescue
A smaller Calgary-based cat rescue focused on community cats, TNR (Trap-Neuter-Return), and rehoming friendly strays. They work closely with neighbourhood groups across the city.

Dedicated to rescuing animals in urgent need from rural Alberta and local situations. Foster-based model ensuring each animal gets individualized care and attention before adoption.
Calgary Cat Bylaws & Regulations
Understanding Calgary's animal bylaws helps you be a responsible cat owner. Here are the key regulations that affect cat owners.
๐ Key Calgary Cat Bylaws
- Licensing: Cat licensing is voluntary in Calgary (unlike dogs, which require mandatory licensing). However, licensing helps reunite lost cats with their owners faster.
- At Large: Under Bylaw 23M2006, cats must be "under control" and not "running at large." Free-roaming cats can result in complaints and fines.
- Spay/Neuter: While not legally mandated, the City of Calgary strongly encourages spay/neuter. All cats adopted from city-partnered shelters are spayed/neutered before adoption.
- Cat Limit: Calgary allows a maximum of 6 cats per household. A Hobby Cattery Licence permits up to 25 cats for approved breeders.
- Veterinary Care: Under Alberta's Animal Protection Act, owners must provide adequate food, water, shelter, and veterinary care. Failure to do so is a criminal offence.
- Animal Cruelty: Report animal cruelty to Calgary Humane Society's Peace Officers at (403) 723-7387 or Calgary 311.
- Trap-Neuter-Return: Calgary supports TNR programs for community cat colonies. Contact MEOW Foundation or the City for approved TNR protocols.

Low-Cost Spay/Neuter Programs
Several Calgary organizations offer subsidized spay/neuter for low-income families. The MEOW Foundation, Calgary Humane Society, and AARCS all offer programs to reduce cost barriers to responsible pet ownership.
Pet Food Banks
